Implementation of the wastewater planning process has always been one of the greatest challenges faced by DEP and the regulated community. The Water Quality Planning Act and its implementing rules were intended to insure that wastewater facility planning was not in conflict with other planning processes, and would protect the quality and quantity of New Jersey’s water resources. DEP has now completed an overhaul of the program, and new rules went into effect on November 7, 2016. The new rules were created, in part, to streamline the wastewater planning process and to eliminate duplicative requirements and to provide assistance to local communities as necessary, to address specific water quality issues.
PlanSmart NJ is convening a panel of experts to provide an overview of the new rules and to discuss how waste water planning will be done under the new paradigm.
